Eliminates the $100,000 annual business license fee for crude oil lightering operators previously required under Title 30, §301(a)(7).

Removes the crude oil lightering operator occupation category entirely from Delaware's occupational license fee structure, renumbering subsequent occupation categories accordingly.

Eliminates the requirement to deposit crude oil lightering license fee proceeds into the Hazardous Substance Cleanup Fund under Title 7, §9113(b)(1).

Maintains all other occupational license fees and exemptions unchanged, including those for finance agencies ($450), travel agencies ($225), and direct care workers ($75).
