Amends Delaware Code § 1102 to add "failing to report a missing child" as conduct that can constitute endangering the welfare of a child if the child becomes neglected as a result.

Expands the definition of endangering the welfare of a child to include intentional failure to report a missing child, making such failure actionable under the existing penalty structure.

Maintains existing penalty framework: Class E felony if child dies, Class G felony if serious physical injury or sexual offense occurs, Class A misdemeanor in all other cases.

Removes requirement to prove causation or state of mind regarding resulting harm to the child when prosecuting endangering the welfare charges under the amended statute.
