Amends Section 117(d) of Title 26 to clarify that utility termination is prohibited only when it will prevent life-support equipment use or cause loss of life or immediate hospitalization, narrowing the previous broader medical exemption standard.

Expands authorized medical professionals who can provide medical certification to include physician assistants and advanced nurse practitioners, in addition to licensed physicians.

Removes Christian Science practitioners as authorized certifiers and allows physicians from other states with similar accreditation to Delaware to provide required medical certifications.

Requires medical certificates to be effective for 120 days only if the occupant makes a good faith effort to pay toward utility services, preventing indefinite bill avoidance.

Allows either a utility or customer to petition the Delaware Public Service Commission for dispute review, with utility service continuing until the Commission issues a final decision.
