• Creates a special license plate for veterans of Operation Enduring Freedom in Delaware, following a similar 2005 designation for Operation Iraqi Freedom veterans.

• Allows vehicle owners who are Operation Enduring Freedom veterans and possess official documentation of their service to apply for special registration plates through the Department of Motor Vehicles.

• Applies only to private passenger vehicles and trucks with three-fourths ton or less manufacturer's rated capacity.

• Requires U.S. Department of Defense certification that applicants are Operation Enduring Freedom veterans; plates will be marked with "OEF" followed by consecutive numbers beginning with "1".

• Imposes a $10 administrative fee for original applications (deposited into a special fund for Division of Motor Vehicles administration) with no additional annual registration fees required; limits one plate per applicant and requires return of plates within 90 days of veteran's death.
