Amends Delaware Code Title 14, Section 4125 regarding driver education certification requirements for students.

Adds new subsection (b) allowing students receiving special education services under an active Individualized Education Plan (IEP) to complete driver education certification until age 21, with authorization to re-enroll if they fail the course during regular school year.

Reorganizes existing subsections (b) through (e) as subsections (c) through (f), maintaining all previous provisions regarding alternative certification for special education students, local school board authority, and requirements for students failing to meet certification standards.

Retains existing academic eligibility requirements: completion of driver education program, meeting 10th grade credit minimums by September 30, and earning passing grades in 5 credits with at least 2 credits in separate English, mathematics, science, or social studies areas.

Maintains provision that permits issued in violation of certification requirements shall be cancelled and all fees forfeited.
