Amends Delaware Code Title 30 to allow school district taxes to be collected through tax intercept programs, removing the current prohibition against this method.

Expands the definition of "claimant agency" to include school districts and any political subdivision of the State, enabling them to use tax intercept to collect debts owed to them.

Permits tax intercept programs to collect both school taxes and property taxes that are currently owed by homeowners.

Applies successful tax intercept collection methods, previously used for child support and state obligations, to education and other tax collections.
