Removes requirement that mayoral and commissioner candidates have currently paid all town taxes due for eligibility.

Changes organizational meeting date from second Monday to third Thursday in April, with regular meetings held at least monthly thereafter.

Allows Mayor and Commissioners to establish an earlier tax payment due date (minimum 90 days after fiscal year starts) by ordinance with 4/5 vote approval.

Increases capital project definition threshold from $5,000 to $25,000 in value or life expectancy exceeding 6 years.

Restructures Alderman and Assistant Alderman positions to require gubernatorial appointment and Delaware State Senate confirmation with 2-year terms, replacing the previous mayoral appointment system with commissioner approval.

Establishes comprehensive duties, qualifications, and accountability measures for Alderman and Assistant Alderman including jurisdiction over ordinance violations and creation of independent court facilities separate from town operations.

Clarifies that Town Manager responsibility for sidewalk repairs and maintenance applies only as governed by Town Ordinance, not as automatic town obligation.

Permits Charter amendments through General Assembly approval (two-thirds vote in each house) upon Mayor and Commissioners request via resolution after public hearing.
