Permits motor vehicle lessors (rental companies) to separately charge customers a "vehicle licensing recovery fee" to recover costs of registering rental vehicles in Delaware.

Requires the vehicle licensing recovery fee to represent the lessor's good-faith estimate of their average per-vehicle annual Delaware titling and registration costs.

Mandates that if collected vehicle licensing recovery fees exceed actual registration costs in any calendar year, the lessor must retain the excess and reduce the estimated charges for the following year accordingly.

Defines "motor vehicle lessor" as a person whose primary business is renting motor vehicles to consumers for periods of 90 days or less.
