Allows motor vehicle owners to designate a transfer-on-death beneficiary on their certificate of title, enabling automatic transfer of the vehicle to the designated beneficiary upon the owner's death.

Permits the use of "transfer on death to [name]" or the abbreviation "TOD" in the certificate of title to designate one or more beneficiaries, including trusts.

Designates that beneficiaries have no interest in the vehicle until the owner's death, and beneficiary designations may be changed at any time by the owner without beneficiary consent.

Provides that if no designated beneficiary survives the owner, the vehicle interest passes to the deceased owner's estate subject to all lien holder rights.

Takes effect 180 days after enactment into law.
