Prohibits drivers from using electronic communication devices (cell phones, laptops, personal digital assistants, etc.) while operating a motor vehicle in motion on any highway.

Defines "using" an electronic device as holding it in hand while viewing/transmitting images, playing games, composing/reading emails or text messages, or engaging in a call.

Exempts law enforcement, firefighters, emergency medical personnel, hands-free device users, school bus operators, farm equipment operators, licensed amateur radio operators, and business/government employees using mounted 2-way radios from the prohibition.

Establishes civil penalties of $50 for first offense and $100-$200 for subsequent offenses, with no motor vehicle points assessed except for commercial motor vehicle operators.

Requires violations by commercial motor vehicle operators to be recorded on their driving records to comply with Federal Motor Carrier Safety Administration regulations and enable proper disqualification actions.
