Amends Title 11, Section 4120(f) of the Delaware Code to add a new paragraph (7) defining "residence" for sex offender registration purposes.

Defines residence as real property a person owns, leases, or uses as a place of abode, plus real property where the person vacations for more than two weeks within a one-year period or is an overnight guest for more than two weeks within a one-year period.

Requires sex offenders with multiple residences meeting this definition to register each address simultaneously.

Eliminates the prosecution requirement to prove a sex offender abandoned one residence before establishing another residence in failing to re-register cases.

Addresses a gap identified in Delaware's Sex Offender Registration and Notification Act (SORNA) by the Delaware Supreme Court decision in Andrews v. State (2011).
