Creates the State Board of Thermal System Insulation to regulate thermal system insulation mechanics in Delaware, with 7 members appointed by the Governor representing industry, architects, mechanics, contractors, and the public.

Requires individuals who install or maintain thermal system insulation in commercial, industrial, or multi-unit residential buildings to obtain a license, with exemptions for apprentices, supervised workers, and minor repairs.

Establishes licensure qualifications requiring 8,000 hours of supervised experience or completion of an approved apprenticeship program, with reciprocity provisions for applicants licensed in other states.

Grants the Board authority to promulgate rules for thermal system insulation installation standards, conduct complaint investigations, hold disciplinary hearings, and impose sanctions including reprimands, probation, suspension, or revocation of licenses.

Places the Board under the Division of Professional Regulation for administrative functions and applies the Administrative Procedures Act to Board proceedings; takes effect June 30, 2013.
