Establishes legal framework for School Based Health Centers (SBHCs) operating in Delaware schools to bill private insurance carriers for covered services provided to students.

Requires insurance carriers to reimburse SBHCs for covered services at the same rate as network providers, or at the Division of Medicaid and Medical Assistance rate if no agreement exists between carrier and SBHC.

Prohibits SBHCs from charging students co-pays or out-of-pocket fees for services, with insurance carriers bearing no additional financial liability.

Mandates Delaware Division of Public Health develop regulations ensuring SBHCs are integrated into the state's health care system, including coordination with students' primary care providers and vaccination promotion.

Takes effect six months after enactment, except regulatory authorization provisions which take effect immediately.
