Authorizes the Department of Motor Vehicles to issue special "Civil Air Patrol" (CAP) license plates to members in good standing of the Civil Air Patrol Delaware Wing.

Applies only to private passenger vehicles or trucks with three-quarter ton or less manufacturer's rated capacity.

Requires applicants to provide official documentation from the Civil Air Patrol Delaware Wing commander verifying membership in good standing.

Charges a one-time $35 administrative fee for original applications, with revenues deposited into a special fund for Division of Motor Vehicles administration.

Requires the Department to reserve license plates with the letters "CAP" numbered consecutively starting with 1, and mandates at least 25 members apply before the program is implemented.
