Increases the biennial registration fee cap for pesticides and devices from $70 to $140.00 per registration.

Grants the Secretary of Agriculture authority to establish the registration fee amount (up to the $140 maximum), replacing the fixed fee structure.

Requires the Department of Agriculture to compute the appropriate fee annually at the beginning of each calendar year based on costs necessary to operate the pesticide program.

Mandates that all revenue from registration fees be deposited into a special appropriated fund account in the Department of Agriculture.

Allows fee adjustments to offset potential reductions in federal funding for the Department's pesticide registration and oversight activities.
