Reduces Delaware Health Resources Board membership from 21 to 15 members, with staggered 3-year terms ensuring no more than 5 appointments expire annually.

Relocates Board administrative and budgetary operations to the Office of the Secretary within the Department of Health and Social Services, with the Delaware Health Care Commission providing staff support and administration.

Requires Board to conduct public hearing and establish rules and regulations when revising the Health Resources Management Plan, with plan approval required from the Delaware Health Care Commission before submission to DHSS Secretary.

Authorizes Governor to remove Board members for gross inefficiency, neglect of duty, malfeasance, misfeasance, nonfeasance, or absence from 3 consecutive meetings without good cause.

Allows organizations including the Delaware Healthcare Association, Medical Society of Delaware, and State Chamber of Commerce to submit nonbinding recommendations for Board appointments to the Governor.
