Removes initial "Findings" from the Delaware Health Care Commission statute that were enacted in 1990 and amended in 1992.

Reduces Governor-appointed Commission members from 7 to 5, with at least 1 member from each county and no more than 3 of the same political party; removes party affiliation and geographic requirements for Speaker's and Pro Tem's appointments.

Expands Commission authority to seek assistance from any state agency (currently limited to specific agencies) and places Commission administratively within the Department of Health and Social Services for budgetary purposes only.

Removes Commission's responsibility for overseeing implementation of the 1990 Governor's Indigent Health Care Task Force Report and replaces specific required functions with broader discretionary functions including health policy advising, cost monitoring, workforce oversight, and health information technology coordination.

Authorizes Commission to reimburse members for mileage and coordinate with the Delaware Health Information Network on health information technology initiatives and pilot programs.
