Renames the Employment Security Commission of Delaware to the Unemployment Insurance Appeal Board and establishes specific geographic representation requirements: 2 members from New Castle County (at least 1 from Wilmington), 1 from Kent County, 1 from Sussex County, and 1 at-large member.

Changes compensation from annual salaries ($16,000 for Chairperson, $13,000 for other members) to per-meeting payments of $200 for the Chairperson and $150 for other members, with a cap of 80 meetings per year.

Defines "neglect of duty" as grounds for removal to include absence without adequate reason for 3 consecutive meetings or failure to attend at least half of all regular business meetings in any calendar year.

Requires Board members to include representatives from labor, the business community, and the public, and maintains the existing requirement that no more than 3 members may belong to the same political party.

Allows existing Board members as of June 30, 2012 to serve out their remaining terms under the previous statutory provisions.
