Extends absentee voting eligibility to all registered voters in Delaware, removing previous restrictions that limited absentee ballots to voters meeting specific qualifying reasons (such as illness, disability, military service, or vacation)

Allows all registered voters to apply for permanent absentee status, automatically receiving absentee ballots for every election, whereas previously only voters with specific qualifying conditions could obtain this status

Removes the requirement for voters to state their expected location on election day or provide a reason for being unable to vote in person on their absentee ballot application

Applies to primary elections, general elections, special elections for statewide offices, and school district elections

Effective date of January 1, 2014
