Creates new Chapter 20A establishing a "Portable Electronic Device Insurance Producer Limited License Act" allowing vendors of portable electronics to sell insurance coverage without full insurance producer licensing.

Permits vendor employees and authorized representatives to sell portable electronics insurance if the vendor obtains a limited lines license and receives training from a supervising entity appointed by the insurer.

Requires vendors to provide customers with written brochures disclosing coverage details, potential duplication with existing policies, that enrollment is optional, and cancellation rights with unearned premium refunds.

Establishes requirements for portable electronics insurance policies including minimum 30-day notice for policy termination, 15-day notice for fraud/misrepresentation terminations, and immediate termination rights for nonpayment or service discontinuation.

Sets licensing fees not to exceed $1,000 for initial portable electronics limited lines licenses and $500 for renewals, with initial licenses valid for 24 months; existing vendors must apply within 90 days of the effective date of January 1, 2013.
