Establishes warranty obligations requiring manufacturers to compensate dealers for warranty repairs at retail labor rates plus a minimum 30% handling charge on parts, with claims that aren't disapproved within 30 days deemed approved

Requires manufacturers to repurchase inventory at 100% of net invoice cost when terminating a dealer agreement for good cause, including new untitled RVs acquired within 12 months and proprietary parts at 105% of original price

Permits RV dealers to sell vehicles at trade shows, rallies, and exhibitions for up to 14 days per event, with restrictions protecting Delaware dealers' exclusive territories from competition by out-of-state or out-of-territory dealers

Removes the license fee exemption for out-of-state RV dealers at enclosed mall exhibitions, requiring all vehicle dealers including RV dealers to pay the $100 annual license fee to the Department of Finance
