Consolidates charitable gaming regulations (bingo, instant bingo, raffles, and Texas Hold'em Poker) from three separate chapters into a single Chapter 15 of Title 28 Delaware Code

Assigns administrative, budgetary, and investigative functions to the Division of Professional Regulation while the Delaware Board of Charitable Gaming retains regulatory and licensing authority

Requires criminal background checks at applicant expense for officers of third-party charitable gaming vendors before licensure, including federal criminal history verification

Prohibits sitting Board members from serving as elected officers of national, state, or local organizations that would qualify them for Board appointment

Modifies charitable gaming regulations including: allowing alcoholic beverages at charitable gaming events (but not bingo), changing bingo start time from 1:30 p.m. to 12:00 p.m., and explicitly listing raffles as permissible charitable games
