Increases the school board size from 7 to 8 members for Brandywine, Christina, Colonial, and Red Clay Consolidated School Districts, with 7 elected members and 1 nonvoting member appointed by the Mayor of Wilmington.

The Mayor-appointed nonvoting member must be a Wilmington resident and serves a 4-year term coinciding with the Mayor's term, with the appointment continuing if the Mayor leaves office before the term expires.

Adds a nonvoting member appointed by the Mayor of Wilmington to the New Castle Vocational-Technical District board.

Establishes that Wilmington City Council shall submit a list of nominees at the beginning of each mayoral term from which the Mayor selects the appointee.

Addresses the finding that Wilmington residents financially support five school districts through taxation but had no representation on their boards prior to this legislation.
