Grants active Delaware volunteer firefighters, active volunteer EMTs, and life-members of volunteer fire departments free annual passes to all Delaware State parks.

Provides free hunting and fishing licenses and surf fishing vehicle permits annually to the same qualified volunteer firefighters, EMTs, and life-members.

Defines "active Delaware volunteer firefighter" as a member who responds to at least 20 percent of the department's annual alarms and crew calls as unpaid staff.

Defines "active volunteer EMT" as a member of a Delaware volunteer fire department or ambulance company who responds to at least 20 percent of annual emergency medical service calls as unpaid EMT, EMT-C, or EMT-P personnel.

Requires qualifying individuals to submit annual verification letters on official department or company letterhead, signed by the department/company president and authenticated by the president of the Delaware Volunteer Firefighter's Association.
