Grants the State the same statutory right as criminal defendants to elect transfer of DUI cases from Justice of the Peace Court to Court of Common Pleas within 20 days of arraignment.

Allows either party (State or accused) to transfer concurrent jurisdiction DUI violations to Court of Common Pleas, with related offenses also transferring to that court.

Sunsets the provisions on June 30, 2014, unless reestablished by the General Assembly.

Creates a mechanism for development of specialized DUI courts with treatment-focused sentencing and intensive court supervision of DUI offenders.

Preserves all pending legal proceedings and penalties under prior law if the statute is repealed or amended.
