Removes the cap on the number of charter schools that may be established in Delaware, eliminating the previous limit of 5 schools per year through 1998-1999.

Requires all charter school applications to be submitted first to local school boards for initial review and decision within 60 days, with applicants denied at the local level able to appeal to the Department of Education within 30 days.

Mandates local school boards denying applications to provide written impact statements addressing effects on enrollment and finances of affected districts, duplication of existing programs, and demographic information for the area.

Expands lottery enrollment eligibility for charter schools approved after June 30, 2012 to include all students within the entire school district rather than limiting it to those within a 5-mile radius.

Strengthens charter school application requirements to include demonstrated qualifications in education, business, facilities management, board diversity experience, objective measurable student performance goals, and compliance with state financial and payroll systems (DFMS and PHRST).
