Amends Delaware Code to require criminal background checks for school bus endorsement holders to be completed through both the State Bureau of Identification and the Federal Bureau of Investigation

Requires applicants to submit fingerprints and other necessary information to the State Bureau of Identification for the purpose of obtaining federal criminal history records

Mandates that the Department of Education establish procedures for conducting these background checks in coordination with the State Bureau of Identification

Specifies that the cost of the criminal background check shall be paid by the applicant or the employing school district

Authorizes the Department of Education to deny, suspend, or revoke a school bus endorsement based on criminal history information obtained through the background check process
