Amends Delaware's Occupant Protection System Safety Act (Title 21, §4802) to allow law enforcement officers to issue seat belt violation citations regardless of whether other traffic offenses are also being charged

Eliminates the previous "seat belt assessment" system that only applied when drivers were charged with other Title 21 offenses, replacing it with a straightforward $25 civil penalty for any seat belt violation

Removes the 40% penalty assessment (capped at $20) that was previously added to fines when seat belt violations were combined with other traffic offenses

Multiple seat belt violations by different occupants in the same vehicle at the same time are treated as a single civil violation

Justice of the Peace Court retains jurisdiction over seat belt violation cases
