Creates new Subchapter VIII addressing non-native wildlife species in Delaware Code Title 7, establishing definitions and regulatory authority.

Defines "non-native wildlife species" as wildlife not historically occurring in Delaware, including species present through natural range expansion or human introduction, but excludes game animals, birds, unprotected wildlife, and agricultural livestock.

Defines "invasive wildlife species" as non-native species whose presence causes or likely causes biological, environmental, or economic harm to native wildlife, habitats, or agriculture.

Authorizes the Department of Natural Resources and Environmental Control to establish rules and regulations for importation, possession, transportation, release, elimination, harvest, and management of non-native and invasive wildlife species.

Empowers the Department to issue orders authorizing specified parties to take, harvest, or capture non-native wildlife species that are or could become seriously injurious to native wildlife, habitats, agriculture, domestic animals, property, or human health and safety.
