Establishes responsible contractor requirements for all public works contracts valued at $50,000 or more in Delaware.

Requires contractors and subcontractors to submit Contractor Responsibility Certifications confirming no past debarment, license revocation, tax delinquency, safety violations, or legal violations within the past three years.

Mandates contractors participate in Class A Apprenticeship Programs for each trade employed, provide workers compensation and unemployment insurance, and seek to have 20 percent of craft labor work hours performed by women and minority employees.

Requires public posting of contractor certifications for 21 days and subcontractor certifications for 14 days before contract execution, allowing public protest of contractor qualifications.

Penalties for false or misleading certifications include three-year prohibition from state work, contract termination, and withholding of payment; becomes effective July 1, 2013.
