Establishes the Office of Foreclosure Prevention and Financial Education within the Division of Consumer Protection under the Director's authority.

Mandates the office develop and implement public education programs on foreclosure prevention and financial literacy.

Requires the office to identify mortgage foreclosure fraud and deceptive practices, and establish a toll-free hotline for homeowner complaints and referrals.

Authorizes the office to arrange borrower-lender meetings through outreach events and mediation programs, and coordinate with HUD-approved housing counselors, legal aid providers, and non-profit advocates.

Staffs the office with a Foreclosure Outreach Coordinator and two administrative specialists, with the structure determined by the Attorney General; expires two years after enactment.
