Requires dog houses used during winter months to include dry, water-resistant materials (straw or hay) and a door flap, and prohibits leaving dogs outside during National Weather Service warnings for hurricanes, tropical storms, heat advisories, blizzards, floods, or tornadoes

Establishes a new formula for calculating minimum enclosure size: (length of dog + 6 inches) × (length of dog + 6 inches) × 2 = required floor space in square inches

Sets tethering requirements including minimum length of 10 feet or 3 times the dog's length, and prohibits tethering dogs under 4 months old or between 11:00 p.m. and 6:00 a.m. (unless for less than 15 minutes)

Bans tethering with pinch-type, prong-type, or choke-type collars, and requires tethers to be appropriate for the animal's weight and properly fitted

Requires dogs kept primarily outdoors to have spill-proof water receptacles and mandates running water be available on any property where dogs are kept
