Restructures the Manufactured Housing Authority Board from an unspecified structure to a five-voting-member board: one appointed by the Governor from nominees of the largest manufactured home owners association, one from nominees of the largest manufactured home industry association, one appointed by the Speaker of the House, and one by the President Pro Tempore of the Senate.

Adds a non-voting member appointed by the Attorney General representing the Consumer Protection Unit, with a requirement that the last three appointed members cannot be landlords, community owners, home owners, or tenants.

Establishes staggered board member terms with the first two appointees serving one year, the next two serving two years, and the remaining one serving three years, with all subsequent appointees serving two-year terms that may be shortened to maintain staggered expiration dates.

Changes Board quorum requirements from 75% of members to "at least 3 of the 5" voting members in sections 7011(b)(4) and 7011(c)(3).

Takes effect 90 days after enactment.
