Establishes uniform statutory language across Delaware's courts defining law clerks as holders of "major, non-tenured advisory positions" for judges and justices

Grants the Supreme Court, Court of Chancery, Superior Court, Family Court, and Court of Common Pleas authority to appoint and remove law clerks "at pleasure"

Adds new Section 129 for Supreme Court law clerks and new sections for Family Court (Section 916) and Court of Common Pleas (Section 1310)

Replaces existing Sections 329 and 523 governing law clerks in the Court of Chancery and Superior Court with standardized language
