Amends § 1902 of Title 29 to allow fiscal projections to account for both escalated or reduced costs and reduced or increased revenue.

Creates new § 1903A requiring bills that increase state revenue to include a 1-year fiscal projection describing the revenue increase for the first full fiscal year after enactment and the rationale for the projection.

Requires fiscal projections to include specific mathematical calculations used to determine any cost or revenue increases.

Assigns the Controller General the same responsibility for revenue impact projections as currently exists for cost projections under § 1902.
