Establishes a special license plate for the Safe Haven No Kill Animal Sanctuary available to owners of private passenger vehicles or trucks/vans with three-quarter ton or smaller manufacturer's rated capacity.

Requires a one-time $50 fee upon initial application ($15 administrative fee for Division of Motor Vehicles administration, $35 for the sanctuary) plus standard annual registration fees, even for nonprofit members exempt from normal registration fees.

License plates reserved with letters "SH" followed by consecutive numbers starting with "1" beginning with numeral 1.

Allows the Department to refuse any plate design creating public safety enforcement problems and requires return of plates within 90 days if the owner is no longer affiliated with the sanctuary or deceased.

Deposits non-administrative fee portion ($35) with the State Treasurer specifically for use by the Safe Haven No Kill Sanctuary.
