Creates a Law Enforcement Memorial license plate available to police officers, immediate family members of officers killed in the line of duty, and others approved by the Delaware Police Chiefs' Council.

Applicants must provide documentation of their status as a police officer, immediate family member of a fallen officer, or approval letter from the Delaware Police Chiefs' Council.

Available only for private passenger vehicles or trucks/vans with three-fourths ton or smaller manufacturer's rated capacity.

Original application requires a $35 administrative fee deposited into a special fund for Division of Motor Vehicles administration; no additional fees beyond standard annual registration.

License plates will feature the letters "LEM" numbered consecutively and designed by a Law Enforcement Memorial License Plate Committee consisting of the Director of Motor Vehicles, Delaware Police Chiefs' Foundation Chairperson, Colonel of Delaware State Police, and Delaware Police Chiefs' Council Chairperson.
