Requires individual and group health insurance policies delivered or renewed in Delaware on or after January 1, 2012 to provide reimbursement for orthotic and prosthetic devices at rates at least equal to federal Medicare reimbursement rates

Defines covered prosthetics as artificial limbs, hands, and feet used to replace missing body parts (excluding dental appliances, artificial eyes, ears, wigs, and surgically implanted devices)

Mandates coverage for repair and replacement of orthotic and prosthetic devices subject to standard co-payments and deductibles, unless the repair is needed due to misuse or loss

Allows insurers to require prior authorization and limits coverage to the most appropriate model that adequately meets the patient's medical needs

Exempts limited benefit policies including hospital indemnity, disability income, accident-only, long-term care, Medicare supplement, and specified disease indemnity plans
