Grants exclusive original jurisdiction to Justice of the Peace Court in the county where a lienholder's business is located, or if located in multiple counties, in the county where the property is or was most recently located.

Requires lienholders to file a disposition of proceeds form with the Court within 10 days of a lien sale, with the Department of Motor Vehicles prohibited from issuing title transfers without proof of filing.

Eliminates bond requirements for property owners filing actions in replevin or detinue and clarifies these actions can proceed under Chapter 95 of Title 10.

Allows parties to request jury trials in replevin and detinue actions, with costs to transfer such cases to Superior Court paid by the requesting party.

Authorizes Justice of the Peace Court and Superior Court to adopt rules implementing the lien sale and replevin/detinue procedures under this chapter.
