Changes the "Parental Notice of Abortion Act" to the "Parental Consent for Abortion Act" throughout Delaware Code Title 24, Chapter 17, Subchapter VIII.

Raises the age requiring parental consent from 16 to 18 years old for minors seeking abortion.

Requires physicians to obtain informed consent from both a pregnant minor and at least one parent before performing an abortion, except in medical emergencies or when judicial bypass is obtained.

Provides alternative consent pathways when parents are unavailable: consent from guardian, custodial parent in divorce cases, or any adult standing in loco parentis within reasonable time and manner.

Removes the definition of "licensed mental health professional" and establishes that in cases of incest, pregnant minors need only obtain consent from their mother.
