Removes automatic 2-month contract extension for Department of Education employees notified of contract nonrenewal, eliminating the guarantee of 6 months' total notice.

Establishes formal hearing rights for employees notified of nonrenewal for reasons other than reduction in force, with hearings conducted by hearing officer appointed by Director of Office of Management and Budget within 15 calendar days of notice.

Requires hearing to be convened no earlier than 10 days and no later than 90 days after request, with employees entitled to present defense and have legal counsel present.

Applies identical formal hearing procedures for employees dismissed under subsections (a)(5) and (a)(6) of Title 14, with 15-day request deadline from certified mail or hand-delivery date.

Becomes effective for employment contracts issued on or after July 1, 2011.
