Requires all applicants for educator licensure in Delaware to pass an examination of general knowledge (such as PRAXIS I) before receiving an initial license, eliminating the previous grace period allowing applicants to pass after licensure.

Mandates that ARTC (Alternative Routes to Certification) candidates must pass PRAXIS I testing prior to program participation rather than after enrollment.

Adds a new definition of "specialist" to Title 14, designating educators such as school counselors, library media specialists, school psychologists, social workers, and school nurses as professionals distinct from teachers and administrators.

Permits specialists to complete alternative supervised practical experiences (including internships, practicums, or clinical experience) as equivalent alternatives to traditional student teaching requirements.

Excludes applicants in vocational trade and industry areas (Skilled and Technical Sciences teachers) from the new examination requirements and applies the act prospectively to individuals who apply after the effective date.
