Designates the week of February 13-19, 2011 as "Children of Alcoholics Week" in Delaware.

Requests the Governor issue a proclamation calling upon state agencies and Delaware residents to observe the week with appropriate ceremonies, programs, and activities.

Recognizes that an estimated one in four children under age 18 in the United States is affected by family alcohol abuse or alcoholism.

Acknowledges that children of alcoholics are two to four times more likely to develop alcoholism than children of non-alcoholics and face increased risks of school difficulties and abuse/neglect.
