Encourages compliance with Delaware law (House Substitute No. 1 for House Bill No. 229, signed July 6, 2010) that prohibits using electronic communication devices while operating a motor vehicle unless using hands-free equipment.

Calls for public education and awareness campaigns to inform drivers about the prohibition on electronic device use while driving and to promote hands-free technology adoption.

Urges cell phone carriers, automobile manufacturers, and cell phone manufacturers to promote awareness of distracted driving risks to their customers and implement technological solutions that allow drivers to voluntarily restrict cell phone use while driving.

Encourages cell phone carriers, automobile manufacturers, and cell phone manufacturers to develop technologies that limit text messaging capabilities when a cell phone user is actively driving.

Directs that a copy of the resolution be presented to the Office of the Secretary of the Department of Safety and Homeland Security.
