Creates the Delaware Health Fund Working Group to study and make recommendations on expenditure of tobacco settlement agreement funds for tobacco-related illness prevention and treatment services.

Working Group composed of 10 members: two state legislators from Joint Finance Committee (one House, one Senate), two legislators serving on Delaware Health Fund Advisory Committee (one House, one Senate, both serving as Co-Chairs), OMB Director or designee, one OMB representative, one Department of Health and Social Services representative, and two public members from the Advisory Committee.

Directs Working Group to evaluate how to best utilize the Delaware Health Fund Advisory Committee's expertise to identify and fund innovative programs aligned with tobacco settlement agreement objectives.

Requires Working Group to submit recommendations report to the Governor and General Assembly by January 1, 2013.
