Establishes a "Gifted and Talented Student Task Force" to study and make recommendations regarding gifted and talented student programs in Delaware.

Task Force membership includes the Secretary of the Delaware Department of Education (chairperson), State Board of Education president, school administrators representatives, state legislators, GACEC representative, parents of gifted children representatives, and members of the Statewide Advisory Council on Programs for the Gifted and Talented.

Task Force shall examine gifted and talented program models from other states, assess whether Delaware's current programs can be improved, and review testing requirements for program entry to determine if a uniform test is needed.

Task Force shall examine and recommend qualifications, guidelines, parameters, and benchmarks for gifted and talented programs across Delaware schools.

Task Force shall submit final report with findings and recommendations to the Governor, Speaker of the House, and President Pro Tempore of the Senate by March 31, 2013, with staff support provided by the Delaware Department of Education.
