Establishes a study group to assess Delaware's civil mental health laws in Chapters 50 and 51 of Title 16 of the Delaware Code, which have not been comprehensively reviewed in decades.

Study group shall consist of 19 members including the Secretary of Health and Social Services (chair), representatives from state agencies, medical and legal professionals, legislative members, advocacy organizations, and a person in recovery from severe mental illness.

Group must meet no less than quarterly beginning August 31, 2012, and may form subgroups to prepare reports and recommendations.

Study group shall submit a report on immunity provisions in 16 Del. C. §5122(j) and §5004(f) by January 1, 2013, and a comprehensive report with findings and draft legislation recommendations by January 1, 2014.

Department of Health and Social Services shall provide support staff and materials for the study group operations.
