DSCYF must submit an analysis and recommendations for creating a developmentally appropriate foster care program extending services to youth/young adults up to age 21.

A multidisciplinary committee must oversee development of the analysis, including representation from Family Court judges, state agencies, advocacy groups, current and former foster youth (at least 5 members including 2 from Youth Advisory Council), legislators, educators, and community providers.

The analysis must address programs and services needed for successful youth transition, include a fiscal analysis, and provide funding recommendations that incorporate the voices and participation of youth in foster care.

Findings and recommendations must be reported to the Governor, General Assembly, Youth Advisory Council, and Delaware Youth Opportunities Initiative Community Partnership Board no later than September 17, 2012.

The resolution responds to requests from Delaware's Youth Advisory Council, noting that approximately 100 youth annually age out of foster care and face significant hardships including homelessness, arrests, and incomplete education without adequate family and community supports.
