Designates the death of Delaware State Police Corporal Robert H. Bell as a line-of-duty death.

Recognizes Corporal Bell's courageous actions on January 14, 1981, when he assisted another trooper in preventing a man from jumping from the John T. Davis Bridge near Prices Corner.

Acknowledges that Corporal Bell sustained back injuries during this incident requiring surgery, during which he received an HIV-tainted blood transfusion.

Notes that Corporal Bell died on September 6, 1993, from complications of AIDS and did not receive funeral honors and public recognition normally given to officers killed in the line of duty.

Directs that copies of this resolution be presented to the Division of Corporations, the Office of the Secretary of State, and Corporal Bell's family.
