Establishes a study group to be convened by August 31, 2011 to assess child mental health needs in Kent and Sussex Counties, with a focus on child victims of sexual assault.

Study group membership includes the Lieutenant Governor (chairman), secretaries of relevant state departments, Attorney General, school officials from both counties, child psychiatrist, legislative representatives, and at least two gubernatorial appointees from the public.

Study group shall meet no less than monthly beginning August 31, 2011, and as frequently as deemed necessary to complete its mandate.

Department of Services for Children, Youth and their Families shall provide support staff and materials for the study group.

Final report with findings and recommendations must be submitted to the Speaker of the House, Senate President pro tempore, and Governor by March 14, 2012.
